Stitches are worked tightly so the hat is practically windproof.

Hat is made in Back Loop Only Single Crochet.
Earflaps are made in Tunisian Knit Stitch.
This pattern has extra-wide Earflaps and a doubled-over
Cuff.
Innercity babies receive very thin hats and have very thin
hoods
on their baby coats (that's what's out there in used baby gear in
Winnipeg).
They lose a lot of body heat. This pattern was developed with input
from
2 Innercity Infant Daycares to keep these little ones extra-warm
and safe.
The earflaps are extra long so that most of the cheek is
covered.
The teen mothers really like the extra-long earflaps since they
keep the face warm
(and are not available on commercial hats)
With 3.50 mm crochet hook: Chain 41 (44, 47)
Row 1: Sc in 2nd chain [under top 2 strands]
from hook and each chain to end, ch 1, Turn. (Technique #1)
Place marker in the second chain and don't move it.
Mark Row 1 as Right Side.
For the rest of the instructions, use Back Loop Only Single
Crochet.
Row 2: Sc in back loop only in each stitch to one stitch
from end. [40(43, 46 stitches]
Leave last stitch unworked. No chain, Turn.
Row 3: Skip first stitch, sc in back loop of each stitch to
end of row.
Chain 1, Turn.
Row 4: Sc in back loop of each stitch to the end of the
row,
sc in the end of the row and in the unworked stitch of row 1.
(This time only insert hook in back loop of last
stitch,
YO, pull loop through, then insert hook through the loop
of the foundation chain that sticks out, YO,
and pull through all three loops on hook.)
For the rest of the pattern work this stitch in the normal
manner.
Ch 1, turn.
Row 5: Sc in back loop only of each stitch
to end of row. Chain 1, Turn.
Repeat rows [2-5] 13 (14, 15) times more,
then work rows [2-4] one more time.
Total of 30 (32,34) ridges or 60 (64, 68) rows.
Slip Stitch back seam:
With wrong sides together slip stitch back loops
of last row stitches with free loops of first row to the end of the
row,
slip stitch the end of the first and last row together.
Place marker in seam and weave in loose ends.
Turn hat inside out.
Weave doubled strand of yarn through stitches
at top of hat and close tightly.
Weave in ends.
Adding Ear Flaps:
Special Term:
TKS2tog -Insert hook under next vertical loop
then insert hook between the strands of next vertical loop,
YO, and pull through 2 vertical loops. TKS2tog made.
First Earflap:
Hold hat with the top of the hat to your right,
Place markers in 16th (18th, 20th) stitch of
first 11 (12, 13) ridges to the left of the seam.
Foundation Row: (3.50 mm crochet hook) With top of hat pointing
down,
join yarn with a sc in the stitch just below the marker
of first ridge to left of back seam.
*chain 1, sc in valley between ridges,
chain 1, sc in the stitch just below the marker of next
ridge.
Repeat from * 9 (10, 11) more times [total of 11(12, 13)
ridges].
No chain, Turn.
Change to 4.00 mm afghan hook.
All rows begin with 1 loop on hook to start.
Row 1: with 1 loop on afghan hook, pull loop of yarn
through each chain 1 space in foundation row and in last sc.
Return.22 (24,26) loops on hook.
Work 9 (11, 13) more rows of Tunisian Knit Stitch .
Shape Top of 22 stitch flap:
Row 1: TKS2tog, TKS in each of next 16 stitches,
TKS2tog, Final Stitch. Return.
Row 2: TKS2tog, TKS in each of next 2 stitches,
TKS2tog, TKS in each of next 6 stitches, TKS2tog,
TKS in each of next 2 stitches, TKS2tog, Final Stitch.
Return.
Row 3: TKS2tog, TKS in each of next 2 stitches,
TKS2tog, TKS in each of next 2 stitches, TKS2tog,
TKS in each of next 2 stitches, TKS2tog, Final Stitch.
Return.
Row 4: TKS2tog, TKS2tog, TKS in each of next 2 stitches,
TKS2tog,
TKS2tog, final stitch. Return.
Row 5: TKS2tog, TKS in each of next 2 stitches, TKS2tog,

Continue by making a chain 9 inches long. (Chain 45).
Slip stitch back to earflap.
Insert hook under the 2 loops of the TKS2tog of Row 7 and fasten

Second Earflap
Follow instructions for First Earflap starting on the 11th (12th,
13th) ridge
to the right of back seam and working to the first ridge to the
